Live health and version. Envelope lands later. See envelope.md.

Workflow

1. The Flutter client GETs /api/v1/afia/health on launch.
2. The API returns liveness fields. The client shows them on the current home check.
3. The client may GET /api/v1/afia/app-version for force-update numbers. That banner is not built yet.

Wire

GET /api/v1/afia/health (live). Response today is not wrapped:

GET /api/v1/afia/app-version (live):

GET /actuator/health is Spring ops. Not the mobile contract.

Errors: transport failure only. These paths have no session.

Ownership

WP-00 writes EndpointUri, ApiConfig, and docs/api-map.md. Flutter caller is the existing health data source. No new contract type.
